Subsidization is not the answer to the problem. Children need to be adopted, but most parents who want to adopt are only looking for healthy white babies, which are in shorter supply. I guess they don’t want children that might already be screwed up from their parents, or who might have medical problems such as AIDS. There are many foster kids who need good homes (not even adoption) and the state does pay people to take in foster kids. But there are just not that many suitable homes for them. Few people want to take in kids that they see as “problem children” (even though that may be a false assumption). That has been true for a long time and only got worse, unfortunately. It is not the sort of issue that politicans or people care about enough to raise taxes for, so there is always a shortage of funds and of homes.
