Making NEPA Documents Better Reflect Public Participation: How Can We Do It?
NEPA intends public participation to be a vital part of the NEPA process, but has evolved so that the public intersects with the process only at a few carefully managed opportunities. Now things are changing: public expectations for influence are growing, the administration encourages open government, and internet apps that support collaboration and coauthoring are cheaper and easier to use. This session will explore ways to rethink public participation in the NEPA process to make it more meaningful and rewarding. We will deconstruct the NEPA process, consider legal constraints, review some of the apps, add water and stir.
