There is a bug in Netscape 4.x that prevents CSS pages from being displayed correctly. Netscape has fixed this bug and are going to implement the fix in the next release (5.0). Until this release, you may specify the file format as “NS4 Layer HTML” to ensure compatibility across both browsers when converting to HTML.
