Banning such thing would not be helpful, sometimes people just need get where they’re going so encumbered. To chastise parents and force them into their cars is unwise. That’s not to say that some form of advisory action could not be instated. The tube is already festooned with posters advising against intrusive music volume & smelly food; why not “where possible avoid bring bulky luggage & pushcairs onto the tube during peak hours.” This doesn’t seem unreasonable when many train companies already apply a “folding bikes only” policy during peak hours.
