The head end or insertion point for local programming is now located at Mercer Island High School (MIHS). Historically, MIHS students who participated in an audio/visual elective class inserted pre-recorded video programs (such as candidate debates) and character-generated messages into Comcasts channel 21 for Mercer Island subscribers. MIHS no longer uses this channel for any programming. The City could seek to negotiate with Comcast to move the head end to a different location, for example City Hall or the new Community Center. This would restore the ability to insert local programming, but require some amount of City Staff resources to do so. Depending on the cost, the operator may agree to move the head end at no cost to the City or its subscribers.
