The system must be running a version of Japanese VMS (aka JVMS). It could be used with any product requiring lic98, such as the OpenVMS Enterprise Edition products. The only part that is in Japanese are the error messages that are sent to OPCOM and terminal broadcast. All of the tools (like LicenseIT and InstalIT) are in English.
