Legacy Wagon Electric Seatbelt Problem?

I recently purchased a 1992 Subaru Legacy Wagon and when I bought it that electric seatbelt worked fine. Now it does not work on the drivers side. I pulled it up one time for safety and it stayed there, then I opened the door and it went down, but it will not go back up. I figure something wrong with the fuses or something.
