The boundary committee has not published this as a draft proposal. This means that they have decided that this does not have the capacity to meet the five government criteria. The city council supports this decision and we have never believed this is a viable proposal. Norwich is a very different place to Great Yarmouth and Lowestoft. Putting them together in a single unitary council feels like a very artificial creation. We have also never been aware of many other stakeholders who support this particular proposal.
