Since you say it happens just as the fan kicks in, I would have to guess that you are having a heating issue with the laptop. Most modern processors, and even moreso with laptop processors, are able to “protect” themselves by slowing down if they exceed a certain temperature threshhold. Since your computer is running fine until the moment the fan starts up, it just might be that the processor is running full speed until it hits a certain temperature, and then is “downshifting” because it is exceeding a temperature limit. A problem like that could be due to something as simple as an error during the manufacturing process IF the heatsink for the processor is not making good contact. Another issue could be an electrical problem. Again, since the problem always happens when the fan kicks on, and you are also seeing a manifestation of the issue on your screen, there may be an issue with the power supply or wiring in the computer. It might be that you’re running too many applications at once. or it could be a virus/spyware, both of those also slow down your computer. Make sure you have a good anti virus – AVG do a free version. As for spyware, there’s also a good free version called Ad-Aware.
