In general, no. The only exception is the Ottoman who can play Swiss Mercenaries to add French mercenaries. Otherwise the mercenaries added must be from the power playing the card.Landsknechts and Swiss Mercenaries: The cards say “Mercenaries are placed in any combination of spaces already containing friendly land units”. Can they be placed in a space with no units from the major power playing the card, but instead containing their major power ally’s land units?No. There must already be units controlled by the major power playing the card in the space. Mercenaries could be added to a space containing units of a minor power that is an active ally of the major power playing the card, since those units are indeed controlled by the power playing the card.
