45 CFR 1310.15(c) requires that there be at least one bus monitor on board at all times, with additional bus monitors provided as necessary, such as when needed to accommodate the needs of children with disabilities. The needs of the children being transported should be considered when deciding how many bus monitors are necessary. Bus populations can vary and programs are in the best position to determine what type of support the children being transported require. For example, if large numbers of very young children or children requiring special assistance are on one particular bus due to geographical routing, that bus may require more monitors.
