As for the question about your 3 year old, I really don’t know Disney policy on that, but as long as it is not a buffet restaurant, I can’t imagine a problem. The Annual Passholder thing is new and I know it is with limited room availability so it is possible to book a resort room, but not be eligible for the dining plan. I believe you need to book it specifically as a Passholder Dining Package.
