The repository-based approach in Oracle Designer has been very successful for many years. Although Oracle9i JDeveloper persists models and artifacts in XML files, this does not preclude a repository-based solution in the future. This would be designed to support queries across multiple projects and complex dependency analysis while still preserving the benefits of XML in terms of flexibility and openness.
