Ive selected ingame province order to sort the provinces by, but it doesn do it. Why?

Ingame province ordering only works after you (or someone else) has submitted a kingdom page which contains the unsorted data for that kingdom. This is a setting that can be enabled in Utopia Angel. Just go to Settings -> Formatter Settings > Kingdom Analyzer. On the left column, select ‘Unsorted’.
