Ive seen static on my TV when operating electric tools, or motorized kitchen appliances. Is that controlled under FCC regulations?

Although this is a case of radio interference, the FCC rules do not cover simple motorized appliances, or most kitchen appliances with electrically noisy motors. The FCC does regulate microwave ovens, however.
