Ive seen bars not even doing the things above. How come they haven been fined?
-The smoking ban law requires administrative rules to be adopted per chapter 91 of HRS. The federal Administrative Procedure Act of 1946 also requires the rules to be complete before enforcement attempts by the health department persons could occur. The rules (HAR-11-81 ) have NOT been completed as of the date of this posting.
