I’ve looked at a web design course that I’d love to do for the ‘skills’ component but it’s only a 12 week course. How can I extend this activity to satisfy the 12 or 18 month time requirement?

If your course instructor is your assessor you could make an agreement with him/her to continue designing after the course has concluded and submit your work for marking/assessment. This could be your own web designs, designs for local services and businesses, etc.

What is your question?
