Ive heard about a trade restriction called the Beijing Amendment. What is it?
The Beijing Amendment to the Montreal Protocol deals with HCFC trade between countries. In late 2003, the parties agreed that this Amendment did not apply to developing countries until 2016. They also agreed that developed countries must sign all Amendments up to and including Beijing or trade would be restricted. However, Parties were given a two-year grace period, if they filed a notice stating that they were in full compliance with those Amendments, by March 31, 2004. The US Allocation Rule must be modified to match the international rules; this is expected by mid-year 2004 and EPA will not enforce the inconsistent restrictions under the Allocation Rule.
