It is theoretically possible for a scan to run off the edge of a ruelbase the chances are vanishingly small – that is, unless the rulebase is incomplete — in that case the chances are just about certain. Be sure you are using SNF2Check (which can be found in the current distribution) every time you download a fresh rule base. You should never load a rulebase that hasn’t been checked successfully with snf2check — the scanning engine itself does not do a comprehensive check so that it can run quickly.
