Of course, there can be low pressure without rain. As Badaspie explains, it happens all the time in a desert. But there can also be rain without low pressure. But first, what is rain (or snow, for the matter)? To have rain, you must have condensed water (clouds) but you must also have a decrease of temperature in the cloud! If the temperature remains the same, nothing happens because further condensing stops. So what cools down moist air? Mostly convection, i.e. low pressure formed by warm air that rises. If the air contains high moisture, its wet adiabatic lapse rate being about half that of the dry adiabatic, will keep rising and form precipitations. But mountains also lift air when an onshore wind blows. If the air has enough moisture, it will condense and rain will fall on the side of the mountain. But now there is no low pressure! In fact, the wind pressing on the mountain, by Venturi effect, will slightly increase pressure. So, rain can happen without a drop of the pressure. But
