The town only projects three years into the future for an obvious reason: the override will not arrive until the fourth year. But there is no guarantee it won’t come sooner. All will be revealed the closer we get to completely spending all of our reserves. We will then argue that “nothing could have been done to prevent the override” and passing the override will remain the only viable option. We’ll set it up so that the override will be too large to fail. That’s the real plan.
