A. This program is intended to fund national Nongovernmental Organizations (NGOs) to establish and maintain policy, systems, and environmental change strategies across the country. Eligible applicantsnational nonprofit organizations with 501 C (3) IRS status (other than institutions of higher education), or national nonprofit organizations without 501 C (3) IRS status (other than institutions of higher education)must demonstrate a national outreach infrastructure (e.g., members, networks, affiliates, and/or chapters within ten (10) or more states).
