No. Once findings and recommendations are prepared by CFGB on the files that were referred to them, the files are analysed by DGCFGA to determine whether there are systemic issues and whether the CDS should concur with the findings and recommendations. DGCFGA does not adjudicate files that were referred manditorily to the Board under article 7.12 of the QR&O.
