Yes, there is a referral process; it has to do with all legislative actions not just budget actions. This does not replace that process. What this measure does is give the taxpayers the say as to whether or not they want government to grow before that growth happens. This measure permits taxpayers to have input as to whether or not they agree government budgets/spending should increase beyond the CPI before those increases happen. In short it keeps the barn door closed before the horses are out. 31.
