There are two answers to this question: • If you are an author from a country which does not know the concept of Urheberrecht, then you cannot use the CLL as it effectively is PD. • For all other cases the answer is no, CLL is not PD, as PD allows you the right to add your Copyright but Works released under CLL do not allow this. If you live in a country where the concept of a Copyright exists, you have no benefit from the CLL over PD, as you effectively release as PD if you use CLL. This is based on the fact that there is nothing like an Urheberrecht in your country, so no rights prohibit others from adding a Copyright to your Works. The only way to prohibit others from adding a Copyright therefor is to add yours. But that is exactly what the CLL is not about. The CLL is Copyright Less, and therefor there shall be no Copyright on the Works at all!
