Isn Pay-to-Play illegal?
Quid pro quo or offering something for something is illegal. A public official seeking a political campaign contribution as a condition for his voting favorably in an official action or his awarding of a public contract would be committing an illegal act. The bare political reality is that play-to-pay money is given with a wink and a nod. Because the understanding between the donor and the recipient is almost never provable, many critics term this practice “legalized graft”.
