Answer Death certification will continue to rely on the integrity and professional standards of individual doctors and on the way in which they support the investigation of deaths by coroners and facilitate the registration of death by registrars. The proposed reforms will put the responsibilities of these doctors in a clearer legal framework, prescribe a process that ensures robust, consistent and proportionate scrutiny of causes of death and gives Primary Care Trusts and Local Health Boards an active role in ensuring that the process meets expected standards and levels of performance. The reforms will further consolidate responsibility for death certification by transferring the duty to prescribe the content of relevant forms and certificates from the Registrar General to the Secretary of State for Health and for providing guidance on the completion of these forms to the Chief Medical Officer.
