Isn outsourcing just a way for IT contractors to lower cost and make more money?
Outsourcing does reduce operational costs in EBT and elsewhere in the IT industry. However, most states award their EBT contracts to companies who can provide the entire end-to-end system at the best value. Contractors are constantly challenged to find ways, such as outsourcing, to build that value into their proposals, when responding to an RFP for EBT services. For this reason the state and its taxpayers–and not the contractors–realize the financial benefits of outsourcing in the form of lower operational costs.
