Yes but no more so than gasoline. Hydrogen is a flammable gas and when combined with Oxygen becomes an explosive gas the same as gasoline. However, Hydrogen is the lightest element in the universe and rapidly dissipates as it rises in the atmosphere so there is no worries about a hydrogen spill.

Hydrogen accumulated in a large quantity or in compressed gas or liquid form can be dangerous. Hydrogen on-demand is NOT dangerous. Hydrogen is not toxic. The same is true of Oxygen. We continually breathe these gasses. Both occur naturally. Hydrogen does not ignite as readily as gasoline, diesel and other fuels (higher ignition temperature of hydrogen) Hydrogen burns with a lower temperature than both gasoline and diesel. All Hydrogen and Oxygen generated by HYOX are used immediately (only produced when engine is running).
