This is a common misperception. The reality is that incompatibility is high even between major browsers, and the multitude of proprietary extensions and poor standards support make it pretty difficult to make sites which even work consistently in the major browsers when using the “latest technologies”, thus discouraging site designers from using those “innovations”. At the same time, the W3C has introduced many useful recommendations for HTML and related technologies that have been poorly supported or completely ignored.
