No, all Alaska residents are entitled to participate in state-administered subsistence hunts and fisheries in Alaska, unless the Alaska Board of Game or the Alaska Board of Fisheries determines that there is an insufficient harvestable surplus of a particular resource to provide for all subsistence uses. In those cases, the respective regulatory board restricts the number of Alaskans who can participate in a subsistence hunt or fishery based upon (1) the customary and direct dependence on the animal population by the subsistence user for human consumption as a mainstay of livelihood and (2) the ability of the subsistence user to obtain food if subsistence use is restricted or eliminated. This is referred to as Tier II subsistence management and is based upon Alaska Statute 16.05.258.
