The idea is from Yorkshire, but as they are made from readily available common ingredients, you can make them and find them pretty well everywhere. The intention in making these large, almost plate- size puddings which are covered with a few chunks of meat and gravy was to fill up hungry people and minimise the amount of expensive meat on the plate. Usually in the South, they are served as a small pudding as a trimming. Sad, really.

Originally, Yes. I had a Sunay dinner once with some Yorkshire people and they served a Yorkshire Pudding that covered the plate before the main meal.
