Is VSP a covered entity?
Because VSP’s business meets the HIPAA definition of a health plan, it is a covered entity. (See the definition of a health plan below.) Health plan: HIPAA Section 1171(5) defines a “health plan” as an individual plan or group health plan that provides, or pays the cost of, medical care (see section 2791(a) of the Public Health Service Act).
