UT is a world class school with great faculty and a solid endowment. It’s a good solid choice. You don’t have to sell a degree from UT. Waterloo has more of a tradition in ecology/wildlife research. The Faculty of Environmental Studies has a good tradition of getting people into the field. Be aware some schools prefer you don’t stay with them for both degrees. It might behoove you to think of getting your Master’s at one school and your doctorate at another.
