I think you are talking about the US NEWS rankings, in which case I believe the common thought is that schools ranked 1-50 are tier 1, schools 51-100 are tier 2 and then everything else is broken down into tiers 3 and 4. Using this though, I believe Pittsburgh is somewhere in tier 2.
