Is type 3 power steering fluid supposed to be red the color appears similar to ATF?

I have zero personal expertise, but I have just gone through this with Fitzgerald Hyundai parts (Rockville, MD) this morning. They not only say similar but identical. They use and sell Dexron III ATF fluid as Type 3 power steering fluid. Two people there confirmed it.
