Yes. Time is different inside and outside a black hole (By inside I mean Inside the event horizon and for spinning black holes – inside the Cauchy horizon). Around the black hole Space-time is so warped that space becomes time and vice versa ( Space and time have no meaning there). And as a result, As you approach the end of space (i.e the centre of the black hole), you will be approaching the end of time (Remember space and time are interchanged). So what feels like seconds inside the black hole will be the whole of time itself outside the black hole.
