No, the system is not unique to Rancho Murieta. However, each transponder is unique to each individual and the transponder will have a facility code that is unique to Rancho Murieta. So although the system itself is not solely licensed to Rancho Murieta anybody who has a transponder from another community could not access Rancho Murieta unless you so desired.
