Is this a good idea for a wedding anniversary gift?

The idea is wonderful. If I was lucky enough to find the right woman I would hope she would know me well enough to know that family and all of us are the most important things, and those wonderful memories. Now as to the images. I would suggest doing some posts on some Photo, esp wedding photo forums. You said he moved across the country, do you know where? Check in those areas. If you can find him and he still has the negs, it will be so much better!!!! also if you try all those efforts you have address all the common issues addressed in copyright court, and I as a Photographer, would understand if I had taken then and you took great effort to find me and could not using all means and such, to then not be upset over the proof scanning and such. I would suggest cleaning the images to remove any and all dust. Then scan them on a good photo scanner. Figure out how large you will ant each image, and know it will need to be at 300 DPI for the printing, so then figure out the size you need.
