Since your pup is so young, my concern would be that he has Persistent pupillary Membranes, or PPM. I think that if it was just dirt or mucous secretions of the eye that you would be able to tell. They should rinse away by cleaning the eye with a simple saline solution eye rinse. I would recommend seeing your veterinarian, right away if the dog appears to be in pain, cant open the eye, or if there is any redness, swelling or bleeding. Those symptoms would be considered an emergency. Otherwise, if the dog seems fine, then just make an appointment with your vet instead of going to the ER. Sometimes you will be reffered to a veterinary Ophthalmologist. I also want to mention that there are many ocular diseases out there. And without actually seeing the eye, or being a vet, its hard to say what it is. I am just speaking from experience, and what it sounds like to me.
