Is there supposed to be a gap between the cooktop and the countertop? If so why?

There is a support bracket under the glass, which supports the weight of the cooktop without letting the glass stress from the weight. There is about a 1/16″ gap between the bottom of the cooktop and the top of the countertop. A foam seal is provided with the cooktop to seal this gap.
