I don’t understand the part where light hitting the ground would create a magnetic field. Light, of course, is propagating electric and magnetic fields. The electric field strength is always much stronger than the magnetic field strength. It would be impossible to have “light” that is very strong in the magnetic fields and much weaker in the electric fields. The changing magnetic field would cause an electric field proportional in strength to the magnetic field. Once you get more than one wavelength away from your source, you would have ordinary light. Making the magnetic field stronger would just make the light brighter.
