Is there some order to the links and nodes on the Sketch Pad and in network files?

Yes. GNE maintains links and nodes in a specific order depending upon their geographical locations. The smallest node numbers are in the upper left corner of the network while the largest node numbers are in the lower right corner of the network. The order of links is controlled by the order of their A-end nodes.
