Is there low or standard like IEEE or Bs stops un qualified people from inspecting & certifying elec equipment?
If there were to be such a law, it would have to be a regulation established by the local legal jurisdiction. Organizations like IEEE and BS create standards – basically, they get various parties together to agree on a common framework, language, rating structure, etc. The product of their work has no legal bearing unless a competent legal authority specifically cites it as a mandatory requirement within the area of jurisdiction of that authority. I know that IEEE has talked about creating a personnel certification program, but the hesitation has always centered about the fact that ceritifying that individuals are qualified for specified kinds of work introduces liabilities in the event those certified individuals make mistakes. And of course, as a volunteer organization, any certification offered by IEEE would be purely voluntary, and would have to be codified by the local legal authority.
