Yes, Panama and the United States have an Extradition Treaty. That’s how come Noriega sits in prison. Texas would ask the State Department to file the Extradition request with Panama. Panama would pick up the felon, stick him in one of their very nasty jails, where he would sit (and rot) until the Panama courts O.K.ed his trip back to Texas. After a stay in one of Panama’s jails he will kiss the feet of a Texas prison guard.
