Is there bid template or checklist that agencies can use when issuing bids or request for quotations?
A. DAS does not have template/checklist designed for agency use for delegated authority under General Letter #71. We are in the process of working with the Office of the Attorney General to create a standard request for quotation term and condition document for agency use. This document will include all of the legal language required by agencies (i.e., references to various Governor’s Executive Orders, HIPAA, Rights, Compliance with Connecticut General Statutes, etc). When available, agencies may use this standard request for quotation term and condition document with Form STO-93 (Request for Quotation) when soliciting quotes under General Letter #71. In the interim, continue to use Form STO-93 for requests for quotations in conjunction with delegated authority under General Letter #71.
