All swans belong to the queen, so presumably her majesty would be allowed to serve you swan meat just about anywhere. It is not actually illegal to eat swan, but if you accidentally kill one, or find a dead one, then you do have to hand it over to Liz. If I remember rightly it is only the Mute Swan which is considered property of the Queen and not the Whooper Swan which migrates here, so maybe the latter is eaten though I don’t know for sure.
