The intensity of commercial development that exists along Bell Road is not planned within Goodyear. While major commercial development around Goodyear’s proposed regional mall will generate considerable traffic, the City is working closely with the developers in the area to address traffic circulation issues. Q: What kind of analysis has been done on the value of various zoning areas? A: There have been studies that indicate that residential does not pay its way during the first few years. However, the rooftops will eventually generate commercial development, which provides the sales tax revenue that the City operates on. Industrial development provides property tax revenues, and is not the burden on City services as are residential and commercial. There are also indirect financial benefits with industrial, since the jobs created translate into the purchase of goods and services in the community.
