Is there anything in the CCS PMM that ensures that all Information Systems projects are lead by Project Managers from within CCS?

The intent is to have CCS staff as Project Managers on all Information Systems projects, however ensuring full collaboration with the functional departments. In the Project Information Centre, all projects identify both the Project Manager, as well as the Functional Manager.
