See WebBBS. I have used their calendar program WebCal and it didn’t require very much tweaking of the perl to set it up, make it look a bit nicer and add authentication. All their stuff is perl and free; you can buy support if you want. You might also want to look at sites like the CGI Resource Index which provide a wide range of scripts.
